Dealing with Construction Permits

Current Status

The Construction Permit indicator tracks the procedures, time and cost to build a warehouse—including obtaining necessary licenses and permits, submitting all required notifications, requesting and receiving all necessary inspections and obtaining utility connections.
Besides, the Dealing with Construction Permits also measures the building quality control index, evaluating the quality of building regulations, the strength of quality control and safety mechanisms, liability and insurance regimes, and professional certification requirements. The most recent round of data collection was completed in May 2019. (source; DB 2020 Report)
According to the World Bank “Ease of Doing Business Index” 2020 report, Sri Lanka ranked 66th position out of 190 economies and regionally holds the 3rd position.

New Initiatives

  1. Online Application System introduced at Urban Development Authority (UDA) on January 1, 2018, and online submission is mandatory. A customer service counter has been established to assist customers to submit an online application.

  2. To make it easier to track the application status, UDA has introduced SMS service to regularly update the status of the application.
  3. Colombo Municipal Council launched a single counter made it possible to obtain all relevant clearances. Besides, even with relating to land or provincial revenue department certificates also could be done through this counter. Similar to UDA counter, SMS service introduced and regular customers will receive the status of their application or service requested.
