Trading Across Borders
According to the World Bank’s Doing Business 2020 report, Sri Lanka ranked at 96 with a Doing Business Score of 73.3 in the Trading Across Borders indicator. When it comes to documentary and border compliance, Sri Lanka records less time than the region for both imports and exports.
Sri Lanka launched the Trade Information Portal in 2018. The Sri Lanka Trade Information Portal is a one-stop point for information relating to import into and export from Sri Lanka. Implemented by the Department of Commerce, the portal provides an accessible, logical, helpful gateway for traders to access important regulatory and procedural information needed to export, import and transit. The portal is an important step for the government toward improving the predictability and transparency of the country’s trading laws and processes. The initiative is also in line with the government’s commitment to the requirements of the World Trade Organization to comply with Article 1 of the Trade Facilitation Agreement.
The Department of Customs launched the online payment platform for Customs Declarations in 2017. The customers can now directly connect to their respective bank via any channel connected to CEFTS (Internet, Mobile, ATM or Over the Counter) to make the required payment to Customs.

Sri Lanka Customs take the initiative to establish the Enquiry Point along with a Small & Medium Scale Entrepreneur Information Centre to empower the Entrepreneurs’ knowledge & awareness focusing the export procedures and how they can reach the international market.
Sri Lanka Customs released the findings of its second Time Release Study (TRS) conducted in 2018, which measures and reports the times taken by Customs and other stakeholders (SLPA, SAGT, SLSI, Plant Quarantine, etc.) to release imported cargo from Customs control. Accordingly, the average Customs procedure time, from Customs declaration processing and ultimate release from Customs control, is as follows.
