The Colombo Municipal Council launched a Single Window Counter for registering property bringing other line agencies in property registration into one premise. This new Single Window Counter initiated its operation from 11 th March 2020. Accordingly, a counter of Colombo Land Registry office and a counter of Western Province Revenue Department have been established at the premises. A counter of the People’s Bank also placed enabling the stakeholders to pay their fees.Property Registration is one of the important services citizens expect every day. The prevailing system compels citizens to pass through many processes that consume more time, along required to interact with multiple institutions.

The primary objective of HE the President’s Manifesto is to streamline the existing processes of government services thereby provide better services to citizens. Besides, Sri Lanka is a member state engaged in the World Bank Ease of Doing Business project, which is one of the globally renewed reports investors follow before their investment decision. Doing Business captures several important dimensions of the regulatory environment as it applies to businesses. It provides quantitative indicators on regulations across and study covers 10 indicators sets and 190 economies. Registering Property is one of the indicators analyzing the regulatory environment of property registration.

A Road Map has been developed by the government to streamline the property registration process which will also improve the Ease of Doing Business Index of Sri Lanka. A team of officials from Registrar Generals Department, Colombo Municipal Council, Western Province Revenue Department Survey Department, Valuation Department, Information and Communication Technology Agency of Sri Lanka and the Ministry of Industrial Export and Investment Promotion under the leadership of Survey General work on this streamlining this process since Mid-2017. As a result, Registering Property rank improved from 157 to 138 position while overall country rank improved from 111 to 99 position during the 2018-2020 period.

The Government has made these regulatory improvements as a national priority. Further, improve existing department processes, all agencies involve in property registration amalgamated and established the “Property Registration Single Window Counter” at CMC is a historical victory which country achieved delivering greater service to the citizens. Instead of visiting the same institution multiple times, counter allowed citizens to submit one single set of the application contained from obtaining an updated survey plan to obtain a new ownership certificate, prior visiting the counter notary required to obtain extract copy and pedigree of the property from the Colombo Land Registry. Once application submits, the reference number will be issued and notify the status of the application through SMS and the necessary action required by the notary.
